SAM includes lists of approved and of excluded parties—i.e. those blocked from federal government contracts. SAM’s aggregation of lists includes the Central Contractor Registry (CCR), the Federal Agency Registration (FedReg), Online Representations and Certifications Application (ORCA), and the Excluded Parties List System (EPLS) – and also the Office of Inspector General (OIG) exclusion list (which has to do with protecting Medicare and Medicaid).
